About the Complying Development Certificate (CDC)

A Complying Development Certificate (CDC) is a fast-track pathway that combines planning and construction approval for straightforward residential, commercial, or industrial developments in Australia, most commonly in New South Wales. The CDC allows relevant developments to be assessed by a council or accredited certifier without the need for a full development application, provided the proposal complies with strict requirements set out in the State Environmental Planning Policies (SEPP) and the Building Code of Australia.

ABOUT CDC

Complying Development Certificate

A CDC is used for developments that are more substantial than Exempt Development but still meet all predetermined standards. Typical projects that might qualify include new homes up to two storeys, renovations, secondary dwellings (granny flats), swimming pools, fences, and some commercial or industrial works. This certificate provides assurance that the proposed building works will comply with all relevant legislation and standards. The process can save significant time and cost compared to a standard development application. Approvals can be granted in as little as 5–20 days once all required documents are provided.

PROCESS

The Process for CDC Approval

Initial Checks: Determine whether your project is eligible for the CDC pathway by consulting the 10.7 Planning Certificate, issued by the local council or available through the NSW Planning Portal, to understand what planning controls apply to the land.
Document Preparation: Collect required documents such as design plans, certificates of title, site plans, building specifications, and structural plans.
Online Application: Register and lodge your application online via the NSW Planning Portal.
Assessment and Certificate Issue: The certifier will assess the application against SEPP and BCA standards. They may request additional documentation. Upon satisfactory review, the CDC will be issued, and you may commence works. During construction, the certifier will conduct mandatory inspections and, finally, issue an occupation certificate once all conditions are met.

HOW WE HELP

How CHECK CERT can assist you?

Expert Guidance: A certifier (sometimes referred to as a registered or accredited building certifier) guides applicants through eligibility, documentation, and standards compliance.
Lodgement and Uploads: They manage the lodgement of your application and all document uploads to the NSW Planning Portal, ensuring correct compliance with the portal’s requirements.
Ongoing Assistance: The certifier also supports applicants by responding to requests for information, arranging inspections during construction, and finally submitting occupation certificates to the relevant portals or authorities.
